What’s new with Foremost?
As of August 1, 2023, Foremost stopped accepting new policies for specialty insurance products in California due to the rising cost of home repairs and increased wildfire risks. This change impacts people looking for landlord mobile home and landlord condo policies and vacant home and renters policies. Foremost also started non-renewing home policies that no longer meet their FireLine new business underwriting guidelines as of October 15, 2023. In mid-2024, the company stopped underwriting and renewing homeowners insurance policies in Texas. Foremost cited the reason for the change as “our exposure and risks relating to natural and catastrophic losses.”
Foremost car insurance review
Foremost auto insurance may be ideal for customers who have trouble qualifying for car insurance with traditional carriers. As part of Farmers Insurance Group, Foremost underwrites its own policies and offers insurance through affiliated partners.
Foremost car insurance is available through several partner companies, including Bristol West, Coast National, Economy Preferred and Security National. Foremost's auto insurance includes all the standard car insurance coverage types, plus many add-ons like rental reimbursement, roadside assistance, rideshare coverage and gap insurance.
Partner company Bristol West specializes in high-risk car insurance for drivers who may have trouble finding insurance with standard car insurance carriers. Bristol West can also file an SR-22 or FR-44 for drivers who require it.
One thing to remember is that Foremost partners with so many different carriers it can be hard to know what level of service you may receive. Foremost has an Auto Bankrate Score of 4.1 but is not ranked with J.D. Power for customer satisfaction and has a higher-than-average amount of customer complaints filed on the National Association of Insurance Commissioners (NAIC) Complaint Index.
Pros and cons of Foremost car insurance
The best auto insurance company for you may vary based on your needs and preferences. The advantages and disadvantages of Foremost car insurance that we’ve outlined below may help you decide if it's the right carrier for you.
Pros
Many add-on coverage types available
Options for high-risk drivers may be available
Multi-policy discounts available even with partner companies
Cons
Policies underwritten by partner companies may have varying coverage options and discounts
Mobile app does not allow for claims filing
No online quoting available
Foremost car insurance cost
Foremost’s average auto insurance rates are much higher than the national average cost of car insurance. Based on May 2025 data provided by Quadrant Information Services, Foremost's average premium is $3,427 annually for a full coverage policy and $1,602 annually for minimum coverage. In contrast, the national average is $2,692 for full coverage and $808 for minimum coverage.
How much is Foremost car insurance?
One reason Foremost may not have the cheapest car insurance rates is that it writes policies for some high-risk drivers. Typically, drivers who have a speeding ticket conviction or an at-fault accident on their driving records can expect their car insurance rates to be higher. Below, you can see average Foremost rates for drivers with different profiles. These are an average based on a sample population, so your rates will likely differ.
Note that not all carriers will write policies for drivers with multiple tickets or DUIs on their records. For more information about your personalized rates, you can request a quote from Foremost.
Younger drivers typically pay higher car insurance rates, even when added to their parents' policy, because of their lack of experience behind the wheel. Below, you can see how average Foremost rates change as drivers age. The rates below are for young drivers on their married parents' policy and adult drivers on their own policy. All rates are for drivers with a clean driving record.
*All rates displayed are average annual rates. Rates are based on our good driver profile, with 16- and 18-year-old drivers added to their parents’ policy.
Car insurance rates vary between policyholders due to different driving characteristics, but rates can also vary between insurance companies based on how each carrier underwrites for various risk factors. Foremost auto insurance averages 27 percent more than the national average cost of full coverage car insurance, but that might not be the case for you. Comparison shopping your car insurance rate and coverage limit can help you find the carrier that suits your driving profile best.
Third-party rating organizations may offer valuable insights into the customer experience and financial strength of a company. While J.D. Power didn’t include Foremost in its 2024 U.S. Auto Claims Satisfaction Study, its parent company, Farmers, scored right around the study average. We assessed financial strength from AM Best. Foremost has an AM Best rating of A (Excellent).
Foremost auto insurance customer complaints
NAIC scores are another way to measure how policyholders feel about the service they receive. The NAIC tracks customer complaints by product type and assigns companies a complaint index based on the number of complaints compared to the expected number for the company size. An index above 1.00 indicates more complaints than expected. Over the past three years, Foremost has received fewer complaints than other carriers of the same size. This may indicate that customers are generally happy with their experience with Foremost.

Foremost car insurance discounts
Many drivers looking to save on their car insurance may be interested in discounts. Compared to other car insurance carriers, Foremost’s discount opportunities are fairly limited. Potential policyholders should also be aware that available discounts may vary based on the company that underwrites their policy. Advertised Foremost discounts include:
Multi-car discount: When you insure more than one vehicle with Foremost, you may qualify for a discount.
Paperless billing discount: If you agree to receive your auto insurance documents and billing statements via email, Foremost might extend you a discount.
Multi-policy discount: If you have more than one policy with a Farmers-owned company, you may receive a bundling discount.

Foremost home insurance review
Our editorial team awarded Foremost a Bankrate Score of 3.7 for its homeowners policies. To determine the Bankrate Score, we assessed Foremost’s affordability, availability and more, along with the carrier’s ability to meet claims obligations.
Foremost stood out for its home insurance options, specifically the fact that it insures seasonal and vacant homes, which many home insurance companies do not. Its standard home insurance is customizable with a long list of optional add-ons, including home-sharing coverage, scheduled personal property, water backup coverage and extended replacement cost. Foremost also offers flood insurance as a separate policy underwritten through the National Flood Insurance Program.
Not all Foremost home insurance policies are underwritten by the same company, and coverage options may not be available in all states. Potential policyholders may want to speak with a Foremost agent about availability in their area. Unlike its car insurance, Foremost's home insurance product does offer online quoting. However, quotes are sent via email within two to three business days.
Pros and cons of Foremost home insurance
If you're trying to narrow down your home insurance options, it may help to compare pros and cons across companies. Here are some of the key perks and drawbacks we identified with Foremost homeowners insurance.
Pros
Many endorsements available for potential policy customization
Flood insurance policies available through the NFIP
Seasonal and vacant home insurance options
Cons
Coverage options and discounts may vary by state and underwriting company
Home insurance not available in all states

Compare Foremost homeowners insurance rates
Home insurance rates differ between carriers based on how they evaluate different perils and homeowner profiles. Some insurance companies, like Foremost, specialize in unique risks like modular homes and vacant property. Homeowners may still find this kind of coverage with other carriers, but it might not be priced as well and vice versa.
Quality claims and customer service can be significant factors when deciding which home insurance company to use. Third-party ratings may offer valuable customer experience insights; however, Foremost is not ranked with J.D. Power for home insurance. Foremost does earn an A (Excellent) rating with AM Best. This score indicates it is a financially sound company with the ability to honor claims.
Foremost home insurance customer complaints
Bankrate also uses a company’s NAIC score to understand a carrier's level of customer satisfaction. The NAIC tracks customer complaints and compares them to other companies of similar size and product type. A score of 1.0 is used as a baseline; scores greater than 1.0 indicate more complaints than average, and a score lower than .0 indicates fewer complaints. Foremost’s NAIC Complaint Index scores for home insurance align with their auto score, which may indicate policyholders are fairly satisfied with their service.

Foremost home insurance discounts
Foremost homeowners discounts may vary by state and underwriting company, but these are some of the advertised options from the carrier.
Age of home discount: Newer homes may have a lower likelihood of sustaining damage. Foremost might extend a discount depending on the year your home was built.
Multi-policy discount: As a Farmers company, Foremost’s multi-policy discount extends beyond the Foremost brand. If you carry other insurance policies issued by Bristol West, Farmers or Foremost, you may qualify for a bundling discount on Foremost homeowners insurance. This includes bundling home insurance with a boat, auto, or motorcycle policy.
Home devices: Homes equipped with safety and security devices like burglar alarms and self-monitored thermostats may receive a discount. You may also qualify for a discount if you have fire alarms or other fire prevention devices.
Claims-free: Customers who do not file a claim for a certain amount of time may earn a discount with Foremost.

Insurance companies do not offer one-size-fits-all products, so it may be important to compare providers to find the right fit for you. If this review of Foremost suggests that it is not the right carrier for you, you could consider one of these insurers.

Foremost may be a good option for those with unusual or hard-to-place coverage needs, such as high-risk drivers or seasonal homeowners. Since Foremost tends to have higher rates than other carriers, it might not be the best choice for budget-conscious shoppers.
Policyholders who like to keep their insurance products under one roof may appreciate Farmers’ vast coverage options, from pet to commercial insurance. However, Farmer’s insurance rates tend to be on the higher side, so they might not be a good fit for every budget.
Erie may be a good insurance option for those who value quality customer service and affordable rates. However, Erie is only available in 12 states and Washington D.C.
The insurance market can be complicated, but Bankrate's insurance editorial team used our unique perspective to bring readers the information they need to make educated decisions when shopping for a policy.

Is Foremost a good insurance company?
When analyzing Foremost insurance reviews by third-party rating companies, Bankrate discovered Foremost was not scored by J.D. Power. It does, however, have a strong financial strength rating from AM Best, and some of its underwriting companies (like Farmers) received average scores per J.D. Power for claims satisfaction.
In addition, Foremost’s National Association of Insurance Commissioners (NAIC) Complaint Index is a mixed bag based on the underwriting company available in your region, so prospective policyholders may want to speak with existing customers for more feedback on their customer experience.
While Foremost does not offer life insurance, the carrier offers less common vehicle and property insurance options that could appeal to high-risk drivers or those with non-traditional insurance needs.
What are real-life customers saying about Foremost?
One of the best ways to understand if other policyholders are happy with their insurance carrier is by asking them. Online review platforms are a modern-day take on word-of-mouth advertising. Sites such as Reddit or Quora can provide insight on claim payouts and customer service interactions that you can only get from people who have put insurance companies to the test.
Getting helpful reviews for Foremost is more challenging than it is for other insurance carriers. Since Foremost can be sold and serviced through various partnerships across the country, the level of service policyholders receive is inconsistent and indistinguishable from the agency that sold the policy and Foremost itself. We want to provide you with recent feedback; however, most of the reviews dated within the past year focus solely on how much the cost of insurance with Foremost has increased and that they have started non-renewing policies in California. While those are valid concerns, most insurance companies have taken fairly large rate increases over the past few years, and many are leaving high-risk states.
One common theme we can comment on is the repeated mention that policyholders felt that they were not communicated with in a fair and timely manner. This refers to claim handling, rate increases and policy nonrenewals.

Foremost tools and benefits
In addition to basic car and home insurance, Foremost offers other insurance products, as well as tools and other perks that may help policyholders better manage their insurance coverage. Here are some of Foremost's other offerings:
Other types of insurance: Foremost offers a wide range of insurance products covering nearly every type of home and vehicle. Customers may be able to find policies for motorcycles, boats, RVs, trailers, luxury vehicles, golf carts, commercial vehicles, snowmobiles and more. Home insurance options include mobile homes, vacant homes, seasonal homes and condominiums.
Educational articles: Foremost also has a learning center with articles on common queries. It also has articles, especially for older customers in the AARP Center, that help you learn how to spot a scam and more.
Severe events center: Policyholders have access to an online resource that allows them to report claims, track wildfires and learn more about how to handle emergency situations, such as hurricanes and wildfires.

Frequently asked questions about Foremost insurance
You can file a claim on the Foremost website or by calling Foremost’s 24/7 claims service center at 1-800-527-3907. To file a claim, you will need:
The name and address of the policyholder
The telephone number of the policyholder
The policy number
The date of the loss for which you need to file a claim
A description of what caused the loss
Although Foremost does not share information on its social responsibility efforts, the company is part of the larger Farmers Insurance Group. Farmers has committed to transitioning all sedan and SUV fleet vehicles to hybrid and electric by year-end 2026. They have established a Go Green Team to help reinforce the enterprise’s commitment to operating in a more sustainable way. They also have many community initiatives geared toward empowerment and disaster relief. In 2023, Farmers supported 1,599 causes and donated $5,368,985 to charities.
That's a difficult question to answer because everyone's rate is unique to their own circumstances, so there's no single company that is always the most or least expensive. Having said that, Foremost's average rates for minimum ($1,602) and full ($3,427) coverage auto insurance are 48 percent morethan Farmers for minimum coverage and 4 percent more for full coverage. Your own rate is likely to vary from the average, however, since it's based on factors that apply to your situation, such as your age, credit rating and driving history.
Financial ratings are given to insurance companies by several organizations that monitor a company's ability to manage its financial resources wisely. AM Best is the largest of these, and its ratings are based on a carrier's historic ability to pay out claims, as well as the amount of debt and other financial obligations the carrier holds. It has given Foremost a rating of A, or Excellent, indicating that the carrier has a strong balance sheet and track record of paying its claims.
Methodology
Rates
Bankrate utilizes Quadrant Information Services to analyze May 2025 rates for all ZIP codes and carriers in all 50 states and Washington, D.C. Rates are weighted based on the population density in each geographic region. Quoted rates for our base profile are based on the following characteristics and full coverage limits with bundling and paperless billing discounts applied:
40 year old
Single male and female driver
2023 Toyota Camry
Primary vehicle
Good credit score
Clean driving record
Commutes 5 days
Bodily injury liability
$100,000 per person
$300,000 per accident
Property damage liability
$50,000 per accident
Personal injury protection
$100,000 per accident
Uninsured motorist bodily injury
$100,000 per person
$300,000 per accident
Collision deductible
$500
Comprehensive deductible
$500
To determine minimum coverage limits, Bankrate used minimum coverage that meets each state’s requirements. These are sample rates and should only be used for comparative purposes. Your quotes will differ.
If otherwise specified, the base profile has been modified with the following driver characteristics:
Other profiles
Rates were calculated based on the following insurance credit tiers assigned to our drivers: “poor, average, good (base) and excellent.” Insurance credit tiers factor in your official credit scores but are not dependent on that variable alone. Four states prohibit or limit the use of credit as a rating factor in determining auto insurance rates: California, Hawaii, Massachusetts and Michigan.
Rates were calculated by evaluating our base profile with the following incidents applied: clean record (base), at-fault accident, single speeding ticket, single DUI conviction and lapse in coverage.
Rates were calculated by evaluating our base profile with the following differences in mileage: 2K, 5K, 12K (base), 15K and 20K.
Unless otherwise stated, rates are for 2023 vehicle models. For new vs used vehicles, we included the following year in our calculations: 2013.
Rates were calculated by evaluating our base profile with the ages 18-70 (base: 40 years) applied. Depending on age, drivers may be a renter or homeowner. Age is not a contributing rating factor in Hawaii and Massachusetts due to state regulations. For teen drivers, rates were determined by adding a 16- or 17-year-old teen to their 40-year-old married parents' policy. The rates displayed reflect the total cost of a driver this age added to their parents’ policy.
The following states do not use gender as a determining factor in calculating premiums: California, Hawaii, Massachusetts, Michigan, North Carolina, Pennsylvania.
Rates were evaluated based on the following marital/family status: single (base), married, 40-year-old married man and woman. Marital status is not a rating factor in Hawaii and Massachusetts.
Bankrate Score
Our 2025 Bankrate Score for auto insurance considers key variables that our insurance editorial team determined impact policyholders’ experiences with an insurance company. These factors include a robust assessment of each company’s cost of coverage, product availability, financial strength ratings, online capabilities and customer and claims support accessibility. We grouped these factors into three essential categories — cost and ratings, coverage and savings, and support — which we then weighted in a tiered approach.
Each category was assigned a metric to determine performance, and the weighted sum adds up to a company’s total Bankrate Score — out of 5 points. Our scoring model provides a comprehensive view, indicating when companies excel across several key areas and highlighting where they fall short.

Tier 1 (Cost & ratings): To determine how well auto insurance companies satisfy these priorities, our team analyzed quoted premiums from Quadrant Information Services (if available), as well as any of the latest third-party agency ratings from J.D. Power, AM Best, Demotech and the National Association of Insurance Commissioners (NAIC).
Tier 2 (Coverage & savings): We assessed companies’ coverage options and availability to help policyholders find a provider that balances cost with coverage. Additionally, we evaluated the discount options listed on each company’s website.
Tier 3 (Support): To encompass the many ways an auto insurance company can support policyholders, we analyzed avenues of customer accessibility along with community support. This analysis incorporated additional financial strength ratings from S&P and Moody’s and factored in a company’s corporate sustainability efforts.
Tier scores are unweighted to show the company's true score in each category out of a possible five points.

These are sample rates and should be used for comparative purposes only. Your quotes will differ.

Rates were calculated based on the following insurance credit tiers assigned to our homeowners: “poor, average, good (base) and excellent.” Insurance credit tiers factor in your official credit scores but are not dependent on that variable alone. The following states do not allow credit to be a factor in determining home insurance rates: California, Maryland, Massachusetts.
Rates were calculated based on the following insurance claims assigned to our homeowners: “fire ($80,000 in losses), liability ($31,000 in losses), theft ($5,000 in losses) and wind ($12,000 in losses).”
Rates were calculated based on the following build years for homes and assigned to our homeowners: 1959, 1982, 1992, 2010, 2017 (base) and 2020.
Rates were calculated based on the following deductible amounts: $1,000 (base), $1,500, $2,000 and $5,000.
Bankrate Score
Our 2025 Bankrate Score considers variables our insurance editorial team determined impact policyholders’ experiences with an insurance company. These rating factors include a robust assessment of each company’s cost of coverage, product availability, financial strength ratings, online capabilities and customer and claims support accessibility.

How we got these ratings
In May 2024, Bankrate collaborated with market research firm SliceMR to survey over 1,500 insurance customers nationwide, asking policyholders to rate their insurer’s cost, coverage, customer support and overall experience on a five-point scale. Bankrate and SliceMR collected and analyzed these customer ratings, along with website analytics and responses to three open-ended questions regarding customer experience. Responses are based on individual policyholders’ policy details and personal experience, and therefore cannot be verified for accuracy. Users received an incentive for their feedback. All ratings are unedited and have not been reviewed or approved by insurance carriers. User-generated ratings are separate from carrier Bankrate Scores — which are calculated based on our proprietary methodology — and may not match.
